The finding relates to the appointment of Ndumiso Gcwabe as Divisional Head for Security and loss control – a post that required a National Qualifications Framework (NQF) level seven qualification.
The Public Protector also found Gcwabe did not have the required qualification, while the city’s own verification process failed to confirm his NQF level with the South African Qualifications Authority (SAQA).
As part of her remedial actions the PP said the Executive Mayor must table the report before Council.
Council must consider going to court to review the appointment process.
The current city manager has also been directed to train HR practitioner Bongani Khoza, who remains employed by the city.
