uMkhonto weSizwe Party MP David Skosana says Police Minister Senzo Mchunu ought to be cleared on any wrongdoing over the irregular multimillion rand Medicare24 tender.
Instead, Skosana has advised the Ad Hoc Committee that the police Chief Financial Officer (CFO) Puleng Dimpane should be held responsible for the illegal financial disbursement against the requirements of the Public Finance Management Act (PFMA).
Mchunu was placed on special leave by President Cyril Ramaphosa in July last year.
The committee is still deliberating on the draft report on its investigation into the allegations made by the KwaZulu-Natal Police Commissioner Lieutenant-General Nhlanhla Mkhwanazi.
Skosana elaborates: “As the CFO, the PFMA is very clear on that matter. When the payment was made up to R37-million, it was supposed to have stopped there. For the money to be paid up to R50-million, it was completely against the PFMA.”
“But be that as it may, what I wanted to raise chair is that the Minister Senzo Mchunu has stopped this payments. And indeed I must say, I must concede that the Minister did very well when it comes to that matter of payment. [The Minister] stopped that and I think honourable Sauls [Patriotic Alliance MP Ashley Sauls] raised that in one of our meetings,” explains Skosana.
